Here's an interesting NIC problem

We have a standard XP SP2 image we use at work that is installed on multiple platforms. In a recent revision we've noticed that the IP address does not stick when assigned statically. You can assign an IP, click OK and then do an ipconfig confirming what you have just configured. However, if you go back to the IP properties, it appears to be configured to use DHCP. You still have the ability to get on the network with the computer, but not being able to view it in TCP/IP properties is troubling. This is happening across all platforms with different NICs.

Looking in the system log, we see the following message:

Event: 4191
Source: TCP/IP
Description: IP could not open the registry key for adapter TCPIP\Parameters\Adapters\NDISWANIP. Interfaces on this adapter will not be initialized.

We've tried resetting the TCP/IP stack using netsh. We've also loaded hotfixes from MS concerning TCP/IP corruption issues. Reinstalling the NIC also does not change anything.

Have you tried looking at the registry key in question? Check the permissions on that registry key and compare it to permissions on a PC that does not have this problem. Is there a difference? Could try removing the permissions and re-adding them.

That's the problem. The registry key does not exist! We have tried importing the same key from another machine but the key is removed after reboot.

Are you making the changes as admin in the pc's? (permission to make changes). The IP isn't on the NIC so it doesn't matter what brand is in it. The IP is in software. Be sure in the nic adapter settings that TCPIP is checked as on, and that it is bound to the nic.
Try uninstalling everything in the card configuration (network properties, open that nic, delete everything in the white box) REBOOT then when it finds the nic, it will reinstall it and add the TCPIP. If you don't want to go through all that, just uninstall (delete) tcpip for that nic, reboot, and reinstall just TCPIP for that nic.
Try those.

You can't even set the IP if TCP/IP is not enabled on the NIC, nor can you access the properties of the NIC in Network Properties. You cannot uninstall TCP/IP from the NIC in XP.
