Every/most browser's have a little icon in the upper right corner, that is animated. I've seen it as a microsoft thing, an aol thing, and an @home thing, how could I change it to something of my own making?

All your Administrative Tools in Control Panel are actually shortcuts to Microsoft Management Consoles. You can build your own MMC by clicking on Start>Run and typing mmc and hitting enter. This will open a blank management console. Then click on Console and then Add/Remove Snap-in. Click Add and then choose your snap-in (in this case you'd choose Group Policy).
