Yeah there was no clear indication it was sylar, but....
Given there desire to ween off some of the main special characters since they talked about adding too many in 2, I don't think this is a brand new character. Also the " a friend" part came through almost as a bit sarcastic, similar to the way sylar put her skull back on after checking out her insides and calling her special.
Of the remaining characters that had parts in the show previously, none of the living ones really had much involvement with any of the company affairs that would lead you believe they would be seeking out the current badies.
