Hidden drive-space problem

I just got issued a new Thinkpad T41 at work, and it has a Fujitsu MHT2040AH drive. When I received the machine I noticed that it was reporting only around 33 gigs of space in Windows Explorer, which seemed like an odd number. I searched on the part number and found out that this is a 40-gig drive. I thought maybe there was a hidden system-restore partition installed by IBM, but if there is Partition Magic doesn't see it. Any idea what the problem could be? Is there maybe some hidden auditing software on my machine that even Partition Magic can't see? The guy who set the machine up, who sits near me at work, disavows any knowledge of where the missing space could've gone. Here's what System Information reports:

you can make the hidden partition visible to the OS in the BIOS

xcrunner51, thanks a lot for your help. Forgive me for such a simple question. I did Google around a bit, but wasn't finding anything; if I weren't such a dumbass about Windows admin stuff I would've thought to look in the BIOS settings. It worked perfectly.
