38-40C is a reasonable idle temperature although higher than most people here would like at stock speed/voltage.
44C load compared to 38-40C idle is a 4-6C delta.... extremely good.
59 euros is around £40 (GBP, my money) give or take the odd penny. That would pick me up an XP90 and leave £10 for a fan. It does seem expensive but your temperatures look ok.
A few things to consider:
1) BIOS revision. Some BIOS versions will report higher temperatures.
2) Ambient temperature. Euro's indicate Europe, if you live in Norway... you may have low ambient temperatures and your CPU temperatures may be of some concern. If you live in sunny Spain, its warm there so your Shogun might be doing an amazing job.
3) Case temperature and airflow. If you have a hot case, you can only do so much for CPU temperatures.
