No, she said she's being groomed. That's it. She did not say knowingly. And it makes sense. She's been wooed with a coordinated effort by the alt-right and Russian bots are promoting her.
At the right time, they'll approach her to run third party.
At no time does she need to know Russia or the alt-right is grooming her.

Still, I think Clinton should not have gone public with this allegation unless or until Gabbard announces a third party run, which she has previously disclaimed.
Since Gabbard has taken more pro-Russia positions than the others have in the past, I wouldn't be surprised if Russia is currently organizing an online campaign to promote her, but that doesn't mean that Gabbard is complicit. Clinton should be more cautious is making these kinds of accusations.
