Clairvaux, I think that the build you posted above is good.
I would definitely not cut out the monitor, as a quality IPS panel will give you years of enjoyment. Also, do not go down to 2GB of memory. You'll really feel the difference in day-to-day use. Gigabyte is pretty much equal to ASUS in my mind, so I would go with whomever gives you a better price for a given set of features (sounds like Gigabyte in this case).
I think that you could easily drop the PSU down to the Corsair 400CX (or the new 430CX) and not see an increase in noise.
As for the keyboard/mouse, I think that the best thing to do would be to go down to a local shop and try out a few. You'll know the one that you like when you start typing/mousing on it.
For speakers, it really depends on what you're wanting to do. If you want just basic "computer sounds", pretty much anything is fine. If you want a high-fidelity music system, you're going to need to fork over way more than 30 Euro.
