No they could not stop it. It was a private party. The schools, from what the story's say, had nothing to do with the outside "prom". It was paid for in private and used no school funds.

Did it? Perhaps one of those groups(I'd assume Blacks) had their own simply because if they wanted a Prom they had to make their own.
