"1.3gigaPro" doesn't mean it's a 1.3GHz CPU. The "1.1gigaPro" C3 runs at 800MHz and the 1.3gigaPro runs at 850MHz according to the specs here.

I'm not putting down the combo. Over at FW, I wrote that I thought this was a good deal. Just understand you're not getting a 1.2GHz or 1.3GHz processor.

Most rebates at TD are offered by the manuf... it is just that TD tends to promote very shady companies which never send the rebate, and then they act innocent as if they didn't know the comapany they dealt with was crap. collusion.

I would assume the cpu is soldered in. I'd like to get one just to play with, but the fact that it's from tigerdirect and you have $55 on the line I think I'll pass.

I once bought a ~800MHz C3 processor and was disgusted with it's performance. It was actually slower than a Pentium 1 in most CPU benchmarks. If you are going to use this for low-end tasks and appreciate that you could passively cool it then it may work for you. I would personally get an AMD mATX mobo and a Duron 1.4 for a fast, upgradeable DDR solution.
