The description makes it sound like the drive itself does it.
There is a vague "compatibility list" also

Taking Serial ATA to the Next Level With Native Command Queuing
A SATA drive that supports NCQ has an internal queue in which commands can be dynamically rescheduled and reordered. NCQ includes a tracking mechanism for both outstanding and completed portions of the drive workload. In addition, NCQ can let the host issue additional commands to the drive while the drive looks for another command.

Intel® Matrix Storage Technology
Native Command Queuing (NCQ) is a feature supported by Advanced Host Controller Interface (AHCI) and it allows for ATA drives to accept more than one command at a time and dynamically reorder the commands for maximum efficiency. NCQ, when used in conjunction with a hard drive that supports NCQ, increases storage performance on random workloads.
Note: In order to take advantage of NCQ, you need: Intel® 915, 910, or Intel® 925X Express Chipset (ICH6R) OR Mobile Intel 915 or 910 Express Chipset, Intel® Application Accelerator version 4.0 or later, and a hard drive which supports NCQ.
