No. I ordered the XFX 5900 at buy.com over a little over a month ago and it comes with 2.2ns memory and runs at the regular 5900 non-Ultra memory speed: 850MHz. No video in, but $146AR shipped is pretty hot. When I ordered it, I got it for $158AR/AC shipped. I only know of 2 cards that have slow (2.8ns) memory: the Gainward FX 5900 "ultra" 1100 (not an ultra and memory rated @ 714MHz) and the LeadTek 5900 "LX" model. No other cards have slow memory.
The memory on it overclocks pretty well, too. My cheesy 9800 non-pro (lame infineon 3.0ns chips) can barely get a 30MHz overclock (290MHz DDR -> 320MHz DDR), but my XFX 5900 overclocks an extra 50MHz (425MHz DDR -> 475MHz DDR). The 5200 Plus I bought last week (4ns Samsung) overclocks to from 250MHz DDR default to 320MHz DDR.
