No, it does not. The 9600 pro is comparable to the 4x00 serise of nVidia cards. Only a few games/benchmarks really shine for the 9600, but usually it will be beating out GF5x00 ultras and such at the same time. In some benchmarks the 4x00 series cards are faster than 9600 pro.
If you were to "upgrade" from a 4600 to a 9600, you would not be impressed. A few new features, and some games would run even slower. The only time the 9600 pro "smokes" the 4600 is when AA/AS settings are set high, at which point even the 9600 becomes unworthwhile to use because it would be too slow and you would end up dropping quality anyways. If you have a 4600, the next plateau of performance is the 9800pro/xt.
