How are these at overclocking to XT speeds? I may hold out for a couple of weeks and see if a better deal pops up for a PCI-E card (e.g., X800XT or a 6800GT).

The heat will be about the same. The GDDR3 memory on the X800 cards puts out less then the DDR2 memory on the 9800. It balances out the difference in the heat output of the VPU.
The 9800 recomends a minimum 300W power supply and the X800XT recomends a minimum 350W power supply.
The specific power requirements are not avialable but the link below is helpful in calculating power requirements.
