I doubt that's completely true
Their site is crap. If they have 200,000 to spend per month on redundand oc3 links then they have the cash to pay someone to do a decent job on the site.
They may have servers that are collocated in a datacenter with those links but then it's all shared with alot of other people.
So you would get about 2 mbits of badwith at peak hours, if that much.
And if they're going through relay clouds, there is going to be alot of congestion which means slow loads, especially on streaming stuff.
i have a hosting company and do it on dual +frac t1's and nobody ever complains about speed.
The best way to find out about a service is to try it out.
But the quality of the site makes it a little shady to me.
