Kohls has actually been investigated several times for "sale" items that have never been full price.

I went in today, put on a pair of $98 pants and this shirt I had just bought at another store to see if it matched, realized I looked awesome and loved the pants, then also realized that I couldn't quite justify it no matter how hot I looked lol.
