Do you have any respect for yourself or your craft? The market is not so glutted that you need to be begging for someone to pay you. You need to find the client base by utilizing some of your own work. If you are a good "web designer" (unsure if you mean graphic designer, information architect, or structural planner) then you should have something in one of the three aforementioned areas to show for.
If you don't, then you are NOT a web designer.
The 1st step would be to do your company's web page. Then, show it around. Find people who want that page for themselves, and do it for them while personalizing it. The bottomline is, I've seen and heard about tens of thousands of web sites. If I ever wanted one done for me, I would contact them in order of preference and ask their fees. The best one that was the right price would be the one I pick.
This isn't a hot deal. Its a sad, sad deal in which you are lowering the stature of the profession to gain for yourself in the short term.
There are websites or forums where you can do this haggling and whittling away at "fee's."
This isn't one of them.
