They don't, these are typically returns for whatever reason. I haven't seen anyone report that they received a bad refurbished cpu from newegg but I may be wrong.

Yup, you are wrong.
I read earlier today where a guy was actually buying refurb'ed proc's from them and he got a few with cracked cores.
More than likely these are customer return's by Elroy the game console freak after he attempted to install it into a socket A board.
