As for Murray... She’s generally a respected legislator, from all I’ve heard. A Local paper said she had unspecified family emergency. I don’t know what happened, but she had zero reason to fear voting for this bill. According to this tweet, She would’ve gladly voted for the bill.

Because some archaic tradition demands they must be present (in all cases? Most cases?) in order to be eligible to cast their vote. Just imagine the phoney outrage by the right if there was a concerted effort to modify this by the D's..Wtf can't senators vote by proxy or other means?
