Does it matter? If they were not doing this they would be doing something else, and it would cost as much. The cost is in work hours paid, and no matter what they were doing they would charge the same. This is the government, it is all overhead.

Also, does it matter? However long it takes to get to the truth.
This is basically a type of trial. Do you ask these questions when a court is trying a thief?

Will it accomplish anything useful?

This is the interesting one. We can hope so. We need to take a long hard look at what happened and figure out why it happened, and how we can prevent it from happening again. This might have been nothing but a hiccup, but it might also be a sign that something is seriously wrong that we need to address. Failing to do so could be disastrous.

That is what it really comes down to, what is the cost if we do nothing?
