claims he shouldn't have to pay because he doesn't have a computer...fair enough, but then he continues to use the wifi with his iphone and asks my other housemate to borrow her computer.

i've already changed the password AND denied his iphones mac address, and told him he can't use the internet unless he pays. then he got all shitty about it.

just wanted to rant.

I wouldn't care, if its something he cant justify paying for then fine, if he only uses it occasionally I wouldn't care. If he uses it everyday then its another story.

Yup, sounds pretty fair to me.

Where do you have the router, though? If he has physical access to it he could reset it to restore the default password and settings.

Eh... meh. If I were in your situation I'd probably let him use it and not expect him to pay. There's nothing wrong with not letting him use it, but that's not how I'd treat a friend. Obviously the guy isn't your friend though, so meh.

He was wrong to complain about being locked out.

I would charge him extra for using a mac in the first place.

Call it a idiots tax.

I mean I could understand not splitting the bill evenly if he doesn't use the net much, for example if you and your other roommate are mostly using it maybe split it 40/40/20 or however would be most appropriate, depending on his usage relative to yours. But as long as he uses it at all, he should at least contribute a little to the bill.

If he doesn't want to pay for his fair share I wouldn't let him use it. You charge him rent for a room why would you give him free internet?

OP - I think you're approaching this from the wrong angle. What you need to do is understand this outside of the box thinker and join in.

Demand that you paying utilities is full of shit! You don't need it. Never use light - or, if roommates are using it simply go to their room and spend your time there or ask them to turn on the light. Also, stop bathing. That's waste of water. Hell, don't even flush the damn toilet. As an added bonus, eat lots of mexican food - and use their bedsheets as toilet paper.

Yes sir. You too can be a freak and a mooch all at the same time.

At least you didn't act like a bitch and let him have his way.

That's kind of weak, but so is refusing to pay $10 for an internet bill. So I assume you two are not on buddy-buddy terms to begin with.
