A lot of it is a consequence of R1 zoning and Prop 13 that was passed when California was Republican and became entrenched with the NIMBY pseudo-liberals. Large swaths of California cities are zoned to provide only expensive single family house living options and continue to vote to keep it that way because it benefits them personally through property tax privileges and house price appreciation.CA is losing the low-income to other states.
