How do I silence a loud neighbor?

So a buddy of mine was complaining to me about his upstairs neighbor, and about how he likes to play techno music early (5:45) every morning since my buddy moved to his new place. This morning he finally had enough and went upstairs to talk to the neighbor. The neighbor answered the door and my buddy asked if he could not play the music so loud at this hour. The neighbor said, "It's not loud" and closed the door in my buddy's face. He was annoyed by the rudeness of the neighbor but just went back down only to notice the music had gotten louder.

My buddy plans on complaining to the condo manager. But what should he do if the noise continues? Is calling the police the best option?

he needs to knock on the door, barge in, club the resident, and duct tape him to a chair

then loop this clip and leave him alone for the day

Too much work. I'd have to somehow get the clip to loop. That probably means converting it to an mp3 file. And if he only has an old school stereo system I might have to burn it on a cd. And on top of all that my buddy would have to go out and buy a ski mask and duct tape.

See if his electric disconnect is nearby, throw his main breaker off. If possible toss a cheap padlock on it too and watch the fun ensue.

Play the 1812 Overture at a comparable loudness at whatever time the neighbor sleeps.

EMP. electromagnetic pulse. un-plug all his computers, then put some
decent size transients on the power line. + be ready to call the fire
department, just in case.

is there a condo corporation?

condo rules apply to everyone there and complaints should be directed there first.

If that fails then file a noise complaint with the police.

there is one more alternative, but I would save it for last resort only. <shifty eyes>

Check the local noise ordinances. If there's something on the books call the non-emergency line for the police and complain.

He's gotta go up and say something again but put the authorities (whatever group that is) into the conversation.

"Hey man, we may have gotten off on the wrong foot. You're music is loud enough that it's keeping me from sleeping. Turn it down and keep it down from now on or I'm going to call the (insert authority here). I tried to be civil and tell you before calling them but if you keep playing loud music before normal people wake up then something will have to be done."

He's already gone further than my previous neighbors did in this situation. Props to him already for not avoiding confrontation entirely.

He should have just complained to the condo manager and not confronted the guy first. You have to realize that someone is unreasonable if they are doing this in the first place. so why bother to try and reason with them directly?

techno music, yuck.
