Question about PMing with Staples.

Do coupon codes get applied before or after tax?

I'm looking at a deal where at one place I can get the item shipped from an online vendor for 178 w/ no tax. Staples when they PM this will have to add in free shipping since that's what the vendor has, but Staples will add tax. I'm right on the cusp of which makes more sense, use a slightly higher cost vendor so that the final tab comes to 200.xx and then use a $40 coupon, or use the lowest I can find and take 30 off with a different coupon. And I also just realized I should just bump it over 200 with something like CDRW media and do it that way.

What is the exact order of steps in a PM like this? If I can clarify things down well enough I may post a new (or update an old) Hot Deal thread.
