Depends on the forum. Some forums have an image tag (typically IMG I believe). Others (like anandtech) you'll have to put the pic up on a webserver somewhere and post a link.

Yeah, Anandtech won't actually store your pic. You have to store it on another website like http://pics.bbzzdd.com/ and post a link to it here.

If it's screenshots from a game, you can use a tool called Fraps to take the pic

Press 'print screen' or 'alt' and 'print screen' (copies the active window only). You can then paste your screenshot into a program like paint. This can then be saved an uploaded to a web site. You then just link to it on a forum.

Alternatively, if you've signed up to pics.bbzzdd.com or pics.apartment808.com you could use my upload tool. Install it and run it and enter your user name password for the appropriate web site. Press 'print screen' then press 'alt' and 'up arrow'. Click upload. Copy and paste the link code into your forum post.

I prefer more precision than Prt Scrn. Snagit is good, but I like MWSnap. Then I save the pic as a JPG and upload it to BBZZDD.COM which is designed especially for Anandtech links - like so . . .
