How does one open this vent?

It is a circular vent. I tried turning everything that looked like it could be turned. Even tried prying it open. It wont budge.

Turn that shaft in the middle, its got 2 flat sides and there was probably a handle that fit on it to allow you to crank it.

It is possible that the mechanicals that operate the shutters are stuck, however.

Lesson #1: Figure out how something works before you apply force.

I'd spray some penetrant into the busing that center shaft sits in, and onto the gears/whatever behind that if you can get to it, maybe with a flexible straw on a spray can. "IF" there is no plastic or other heat sensitive material, you could also try heating it with a torch, using discretion as to how much. I'd consider it a last resort not being able to see the back side to identify plastic, would sooner take the vent off to get at the back side if that's possible.

Yeah I tried turning that shaft with a pair of vice grips. But it just felt like it was going to break something. I'll try some penetrant, and if it still doesnt turn I will break that sucker right off and break those stupid fins off too.

Then it might be seized up. Let the oil soak for a little bit like 10 or 15 minutes before you try.

lol the shaft thingy came right out. It unscrewed just like a screw.
