How does this website do this....?

look at the news, and you see that each "news block" has some a title, time of post stam, the text of course, and a "Read/View Comments(1)" and other options at the bottom.

I'm sure there is some script that allows him to just type in text, and a "new news block" will appear. Where can I get this script, or something like it? I really appreciate it......

It's a basic Conternt Management System. Do a search for CMS programs and chances are you'll find a bunch of open source ones with little to no setup time involved.

Most popular one for PHP is called Post Nuke or PHP Nuke. Both free.

its a CGI application or script. They post the news into a database and the script takes it and wraps html tables around it. 2-3 hour coding job at the most.

He's using Ikonboard with a News-Enabled forum. The comments then lead you to the post in the forum. I use Ikonboard since my server doesn't support PHP. Powerful board that can be modified till no end (or atleast used to be)...
