You can check the city ordinance for noise if you want to see if you can get the police involved to make it stop. If it is a public court, you could simply take matters into your own hand and take down the nets. This alone will discourage many from playing. If it is some neighbors, you will be pretty much out of luck unless you belong to an HOA and then you may be able to do something about it.

Well... When I used to play every day in my younger days we used to stay up until 1-2am playing because the courts were lit. So there is no bed-time for streetball. If the courts are in close proximity to your window and the noise of basketball goes on after 11pm you could go down there and ask them to stop. If somebody had the balls to come down and ask that when I was playing, I would probably stop without much resistance (although very grumpily).

Doing passive-aggressive things like calling the cops or taking down the hoops will get you stabbed.
