The tiny fans used on vga coolers are loud.
If you want quiet get the Sapphire mentioned earlier which uses THIS cooler.

My Sapphire 9800 Pro is dead quiet, (or it could be my 35DBA Heatsink setup).

The only fans inside my case, including the powersupply, are (6) Panaflo L1A's (21dB). I still consider the system a little on the "loud" side in my quiet home office. 35dB may be quiet to you but to most folks, including myself, it is extremely noisy.

Jeeeeez, 6 80mm fans? Yikes. I only have 5 of them, turned all the way down on a Vantec fan controller. Puts the panaflos at around 700rpm I think... Using a Zalman Power supply and a Zalman 7000Cu. I think the sound of my fans vibrating the case is the loudest part now... I've isolated my drives w/ sorbothane...
