In todays presser Trump said enforcing the DPA is not necessary because companies are volunteering and producing masks and ventilators.
Trump has now set up the scenario if people in New York die due to lack of resources that would have otherwise lived Trump is directly responsible.
Enforcing the DPA would allow the deferral government to control the manufacturing and distribution of masks and ventilators. They could calculate how many companies are need to produce.
