Downloading cause bandwidth unfortunately.

A ton of games to have installed all at the same time, yes absolutely it is. Invest in a better ISP if that's the problem. That's money better spent imo than on 18TB so you can keep old games installed and not play them.

daily driver - 1TB (2x1 TB raid 1) (840 pro ssd boot)
HTPC - 2 TB for video recording off my dish stb (intel x25 G2 ssd boot)

2 rotating external 2 TB drives for off and onsite backup

An ISP is not something you "invest in". You take what they'll give you. Not everyone is lucky enough to have an ISP that offers unlimited. I consider myself lucky as mine has no caps and they brought in fibre recently but not everyone is that lucky.

Good ISP or not, it makes no sense to uninstall and reinstall games all the time just to save on disk space, when you can simply get more disk space.

Yeah, living out in the country you really don't have any choice what isp you get. There is only one around here. My isp offers unlimited access but speeds are terrible. No way do I want to keep deleting and redownloading all the time.

But at what cost? Both financially and performance as hdd is significantly cheaper than ssd especially at capacities of 18tb as op states. 18tb of ssd is going to cost a lot more than a 1 tb ssd plus the extra per month for unlimited bandwidth for a year or two.

I take your point but if he is gaming then performance of the games should factor as well.

First of all no way does OP need 18tb just for games. That's just crazy talk. Like I said earlier you should be able to install a ton of them just on a 1TB drive.
Second of all, games run and play just fine from a normal hard drive. No SSD needed. If it loads a few seconds behind a SSD i'm plenty good with that.

Inside my PC:

512GB SSD (Windows 8.1 and currently played games)
1 TB WD Black HDD (Data, Music, Pictures, TV Shows)
6 TB WD Green HDD (Movies)

My 6 TB HDD has only 207 GB free space left with 242 movies on it that were ripped from my blu-rays that I currently own and I might replace my 1 TB HDD with another 6 TB WD Green or Red.

If you want to install all of your Steam, Amazon, and GOG library, then it more than 18 TB. For example, I installed Witcher 3 (50 GB) and BioShock Infinite Complete (36 gb). That too game that total to 86 GB for TWO GAMES! That is almost 1/10 of 1TB to give you an idea.

Assuming all games are 50 GB (not even close in reality, those two you listed are in the minority) you'd need 360 games to fill up 18TB. Realistically you looking at well over 400 games to fill up 18TB. For VAST majority of people 1TB is enough to hold their game library.
