More than a plan, the Dems need an actual leader that they all rally under. There's too much fractured power between Pelosi, Schumer, Warren and Sanders. They have no real compelling "leader". You've got old guard Dems still trying to stay buddy buddy with big corporate. Bernie who's old as shit trying to be progressive. Warren trying to be a consumer advocate. Schumer doing...well really nothing of worth. Pelosi appears to be more a liability than a bonus at this point. The Republicans are trying to pin her as the next Hillary to hate for the next couple years.
They need someone young, someone smart, and one that isn't scared to bite back at the republican insults. But there's too many little struggles for their own kingdom right now. A platform is useless without a messenger to sell it.
