Either way this is just asking for a flame fest, troll fest without a LOT more tightly confined OP post. Anyway I'll put in my 2 cents for what it's worth.
I'm more sensitive than most when it comes to racism, maybe it comes from being raised in a liberal mixed race family, maybe it's just me. Still racism is not a clear cut thing. One can't draw a line in the sand and say past this point here be racism. Racism is as much in the mind of the beholder as it is a concrete concept. Leaving aside obvious racism that few would dispute (calling people of given races ******s, chinks, kikes etc. for the sole purpose of hating them), one has to look at examples of things like, is it racism when black people say n***er among themselves. What percentage of racist jokes are really racist and what percentage are actually anti racist? Is affirmative action racist or anti racist. etc... There are as many opinions on these subjects as there are people. If you fall on the left/liberal side of the line on a lot of these subjects then you are going to give a much higher number/percentage than you are if you fall on the more conservative side.
So it's not possible to come up with a hard number on this as everyone will differ. However I'll try my best cause this is ATOT
For what percentage are clearly just racist, no argument needed. I'm going to basically pull a number out of my ass and say some 25% of those living in red states. Given the following list of red states and the following list of populations:

How about those living in blue states? What percentage do you think living in these states are clearly racist no questions asked? Again another number comes out of my ass, 10%.
US population (308,745,538) - 96,023,631 = 212,721,907 (pop of blue states)
212721907 * 0.10 = 21,272,190
Now for the REALLY subjective numbers that you REALLY just pull out of thin air. What percentage of those left over would you label as racist? Those that fall on the border that people would argue are or are not depending on context, their own family up bringing, and more. This number will DRASTICALLY differ from person to person as this is where people post something that is said and someone says that's WASIST and someone else says WTF are you talking about and a flame war get's started. So for me this number is going to be 20%.
(So US pop - 24,005,907 - 21,272,190) * 0.20 = 52,693,488
So total racists. 24,005,907 + 21,272,190 + 52,693,488
97,971,585
Which gives a percentage of 31.7%.
