Does it matter what answer he gives? That's his choice. Besides, no one knows. Science can only go so far. Those who put total trust in science are no better than those who put total trust in religion, or anything else. From what I've gathered by his comments, his answer was that he does not know. Maybe some of the scientists who make all these claims should learn something from that. After all, an experiment is simply an experiment - it may or may not reflect actual reality.

I don't know much about Rubio except that he is viewed as a potential presidential candidate but I don't get why are his comments getting so much attention. I guess if anyone something different from what we believe, he must be wrong or crazy. Especially if he is high profile. As the OP says, who really knows what Rubio believes. You're looking at it wrong. God simply is not a part of the universe. The idea is that the universe and everything that is in it and all that has ever happened or will happen is like a book. God can see all the pages at once while not being contained within the "book" or something like that.
