How to Add Brightness to a A YouTube Video?

HP 17z, win 10, AMD A12 9720P, Radeon R7, 8GB RAM
Dunno if there is something you can do to add brightness to a YouTube video or if you need some extra software to do so. If so, I prefer freeware but will consider cheapware if available. For instance, a video like this is just too dark, I wonder if it is possible to lighten it up before viewing somehow:

Search "adding brightness to youtube videos" at Youtube and there are numerous videos on the subject. You need to do it in software, some are Free.

If you want to brighten the video (or other videos) after you download it, here is small, free program to do it. It is a 17 MB download.
I had trouble finding a program to brighten a few indoor .MP4s that I took and this did it quickly and easily.
