If the DNA mutates, the cell itself mutates. The cell itself, including the components, do not function in the normal way, and no longer function as a "x" cell, replacing functioning cells in the specific location, which can cause pain and bodily dysfunction. If the mutated cells, d/b/a cancer are aggressive, they can grow to replace functioning cells and eventually move through the body via blood/lymph, latching onto new sites and replacing more healthy cells with mutated cells.
This isn't politics, it's science. If cells are not functioning correctly because the DNA has a mutation, then the cell itself is mutated in its functioning. Quibbling about what is and isn't mutated in regards to cancer is ridiculous. Best to just move on to being oblivious to political objective observable reality.
