IMEIs are only tied to accounts if a valid/active SIM card is in the phone. Nobody is plugging IMEIs into a database and finding out "Oh this phone belonged to Mohammad and then Gupta".

Err.. I used that phone for 3 years. The phone company has my records and they the phone belongs to me. We are supposed to submit our IMEIs along with an address proof, an ID. All these docs are required for the activation of the SIM card.
