Houston is estimated to receive 24"+ more rain than it already has... for an estimated total around 50" once this is all said and done. There's already major flooding ongoing, their 911 systems are absolutely loaded to the max right now, one of their level 1 trauma centres is being evacuated now (leaving 2 remaining, but one of them is "just" a children's hospital), and the Euro forecasting model (which has historically been one of the most accurate models) is projecting the storm to move back out into the Gulf and restrengthen a bit before slamming Houston again. And this doesn't account for the smaller/more rural cities who completely lack the resources and infrastructure a city the size of Houston has.
Rockport and the Port Aransas area (where the storm made landfall) are heavily damaged, with most structures either severely damaged or just completely gone. Houston might be able to figure things out on their own, but the rest of the areas will need some help.
