Sigh, why can't we have tablets with 4gb of ram (instead of 1gb) and 64gb storage for $180ish. The ratio on build of materials vs final device cost will be about the same. 4gb of ram on the open market to final customers (not to oems) is what $35 dollars and you do not have to pay the cost of 1gb. 32gb extra flash storage is also damn cheap we are talking 50 cents of gb for high quality SSD flash and not the much cheaper lower binned EMMC stuff they are putting into these tablets (so it would be sub $15).
Also HDMI
The reason why this won't happen is OEMs and Intel are greedy and want a return for all their work. I am not faulting Intel and the OEMs, they have a right to be greedy and make money so they can feed their families, and retire at a good age with a good lifestyle. Being greedy is not a bad thing. I just find it silly we have to pay $500 for something like the Dell Venue 11 Pro. Sure that has a better screen and a faster binned SOC but not everyone wants that type of a device. What is wrong with wanting a good enough SOC in a cheap form factor that could be a HTPC in once instance, and then quickly taken on the road with you.
Most tablets will not turn on unless there is enough juice to safely boot up. Most tablets will still charge off computer USB but it will take 3x or 4x as long to do so. Computer USB will default to 2.5w (5w 500 milliamps) and since the SOC can use at least 2.5w and the screen also takes power it will not be able to sustain use with such limited power. This is typical of practically every cell phone. Apple also went up to a 10w, and then a 12w and if I recall it is now 14ws for the Ipads.

Edit: It's charging now, using the supplied AC to USB charger and USB charging cable. Says 5V, 2A. Guess it won't charge on a PC's USB port. That's sad, tablet lost a lost of utility for me right there.
