Doubt it. Katrina was more about the levies and the fact that they are below sea level. To add to that, many of the people involved in Katrina were broke as hell and plenty lived in old run-down houses that had been paid off through generations and lots weren't carrying insurance... hence the uproar.

And NO's backup system was electric pumps that required a functioning electrical grid, because power is never interrupted during a storm.
