I don't think a person who scares another people is a terrorist. If you made it a hobby of it and you were scaring people to get a point across then you would be a terrorist.

Umm there is a difference between terrorist and just being scary.

Terrorism= use or threatened use of violence for the purpose of creating fear in order to achieve a political, economic, religious, or ideological goal.
