Then there's the whole reason CPU enthusiasts even exist in the first place: The Open nature of the x86 Architecture. Would we really care much about the CPU, other than it just being a bullet point, if we couldn't pick/choose then Install it into a Motherboard? I highly doubt it.
Not sure if this will be the case with ARM systems.
If anything I would imagine more freedom if some type of desktop Android (for Project Denver,etc) really does Surface. (re: With an Open Source Android OS, it will be cheaper to swap hardware back and forth compared to buying a retail Windows License every time a new version is released.)
