The dog is just being a dog. The dog has no control over the situation it's owners put him in. The dog doesn't even know it's doing anything wrong...since the owners aren't there to correct the behavior.
Dogs don't belong in society unless you live on several acres. these should all be rounded up and killed along with their owners.

That said, both my neighbors currently have dogs and neither has any issues with barking. So no issues with them.
They do let them run around out front with no leesh, though...which if my son was older, I'd have a real problem with.
