Just be glad that you have that option. I have Bellsouth currently, and don't have any option for any other DSL carrier. We have what is known as IFITL, which is commonly called fiber to the curb. While most people have a DSL modem, I have an RJ45 jack in my wall that connects me to the Bellsouth DSL network.
While this is nice and all, other carriers can't operate in this scenario, so Bellsouth is it. And they don't allow static IP's at all.
Just guessing, would Bellsouth be your carrier if you weren't using telocity? If so, the problem is probably with Bellsouth, not with Telocity. They have to rely on the provider just as much as you do.
