GPS is done by satalites unrelated to your carrier. However, google maps does then download data from your data plan which is the map data to show the map. It is minor amounts of data, but it needs this map data as google maps is not designed to run offline. Also, it can try to get your location off Wifi/cell towers if your turn the GPS off, but then it is still using that same data and is less accurate.
