I know some rental car companies are able to read things like speed when you turn the car in, (and maybe monitor via satellite?) and you can receive a HUGE charge when you turn the car in if you've violated speed laws and such...and you agree to it in the rental agreement somewhere...

If they set reasonable speed limits (ie, more like 75-85mph for the fast lanes, which is what everybody drives in light/no traffic anyway) on all highways and actually enforced reckless driving for things like tailgating five feet off someone's bumper at highway speed -- maybe.

It's still against the law to speed when passing someone. As far as the other two, I'm sure you could still be given a ticket, but IDK.

If you can't pass without breaking the speed limit -- technically you're not supposed to pass. At least everywhere I've lived.

Only emergency vehicles are normally allowed to break regular traffic laws, and even that's only when they use lights and sirens. If there's any kind of traffic you're a threat to everyone else if you are speeding, running lights, etc. Though if you really had a good reason to be driving over the limit you could take it up with a judge like with any speeding ticket.

I'm sure they would have some clause about exceptional circumstances where your life was in danger.

Why? This isn't a game; traffic laws are there for a reason.

I'm skeptical that ones on highway overpasses do all that much good (people just slow down before the camera and then speed back up), but the ones that catch people running red lights, OTOH...
