If you're dieting and excercising correctly the first place you would be losing the most mass is around the midsection, and it seems you're losing mass from the arms first.

Eat less is not the solution.
Eat RIGHT.
I recommend using FitDay.com to record what you're eating, it breaks it down by percentages and calories eaten of carbs, fats and proteins and it gives you a better idea of what you're eating every day.
