Like a transformer farm, or the lion enclosure at the local zoo, or the local sewage treatment facility...I don't think people often die from hot air balloons. Short of a fire and catastrophic explosion of the fuel tanks the worst thing that can happen is drifting slowly down to a location you hadn't intended to land at.

Last time I checked, free falling thousands of feet into water versus dry land doesn't make a difference in the end result. Besides, on the insanely off chance that you didn't instantly die, you then drown/get eaten by sharks.
