Ok so, I had blinds that were horizontal and my cat would tear it up in order to stand on the window to look outside.

I tried putting duck tape on the blinds, and my cat was like "THIS DUCK TAPE AINT GONNNA STOP ME!"

I asked the property staff to put in vertical blinds so my cat can climb on the window and not tear it up, but the property staff said they're worried the cat would tear that up too.

Tomorrow I'm going to talk to the manager of the building to see if I can pay them to put in vertical blinds.

Get a cat tree and learn to train your cat. Put in curtains and leave the blinds open.

Some cats are better than others about getting into stuff. Make sure he has a scratching post in that area and try to redirect him to that when he does it. I wouldn't make this a reason to get rid of the cat.

There's some things that can be a loosing battle though. My cats keep going on the coffee table and end tables right in front of me and I just gave in and let them now. I draw the line at the dining room table and counters and clap my hands hard when I catch them on there, but even that is practically a losing battle, I know they go in those places when I'm not looking. Cats will be cats.

They're fairly decent about scratching stuff though, they tend to use their scratching post mostly.

Cheap roller shades are less than $20 at Home Depot if you are worried about the cat getting tangled in the blinds.

If you know that the cat wants to look out the window (mine love staring out the window at birds and squirrels), wouldn't just raising the blinds on a window so the cat could look at all the tasty birds and squirrels be an easy solution. You could even get the poor guy a window hammock so he could relax while dreaming of being a mighty hunter stalking all the critters outside. Another option would be to move the window blinds outward, away from the window so the cat could fit on the windowsill between the blinds and the window. Cats love being sneaky and observing the world around them without being seen.
