Do you happen to be near a Micro Center?

And why did you remove the base PCPartPicker link? Not having it makes it much harder to analyze the parts.

I live in the US
There is no Microcenter (oregon here)
I don't have a preference except I prefer intel for Procs
This is for my Brother in law so I am unsure on OC.. he isn't that tech savy, but at some point I may boost him up.
No current parts (Mouse and keyboard are not important in this build unless a cheap one can be had).
I am building now.

as far as the GPU is.. I think I would do this:

Are you not doing mail-in rebates for some reason? It looks like you're not. With MIRs your build is very close to $1k.

I also see why that video card wasn't listed - it's a refurb. That means somebody returned it, they may have briefly tested it, then they send it back out. It's probably OK, but it might not be.

Anyway, with a few tweaks, this version with a lesser video card is under $1k - if you do MIRs.

OK, here's the no-MIR version. No overclocking, but otherwise very similar. I also swapped in a Transcend SSD370 because PNY's had some issues. (But I couldn't beat the price with MIR.)

Yeah, I can't do MIRs because the budget is $1000. I don't have 6 months to wait to get that money back and I don't have the extra $200 it costs now to pay above the budget whilst I wait.

Do those ncix us deals include shipping? Typically I think they don't through pcpartpicker so it might actually be a close/better to go through newegg for the cpu and ram. There is also a cpu promo code through newegg through the 19th (EMCAPKP23) that makes the cpu $190 including shipping.

I hadn't thought about it before, but it does look like shipping is a problem. If I only use the two vendors that do provide shipping (Amazon and Newegg), I have to cut the build even more, and it's still $12 over budget.

An R7 240? Not so good for gaming. So you'd have $750 for the base ASUS, plus you'd have to replace the graphics card ($190), plus probably a new PSU ($60), plus the monitor ($150). Total: $1150. And I forgot the SSD.

Edit: On the other hand, you might be on to something with the pre-built in general:

Lenovo H50-50 ($520, watch out for Superfish!) + graphics card ($190) + PSU ($60) + monitor ($150) + SSD ($92) = $1012. Which is within a couple of dollars of my build, but does come with keyboard & mouse.

You might be able to save a bit if you scaled back the PSU to a size that is actually suited to the build. With an R9 270, which is a 150W card, you'd be perfectly fine with a ~400W PSU (the rest of your build will not double that power draw, even under power virus loads, unless you OC heavily). So 400W is very safe with the 270. For the 280 (250W card), 500W is sufficient, 550W is plenty. If the prices are the same, a 550W Gold unit beats a 650W "80Plus" any day of the week. It will last longer, and a better quality PSU is one of the best investments you can get for component longevity.

If your primary focus is gaming performance, you could go to dell financial services and buy a nehalem quad core off lease machine for around $300, and then drop in a $300 video card and an SSD, and get better gaming performance for $400 less than this build. Hell, you could even buy a GTX980 and still be under $1000. It would demolish that build so badly it would be funny.

There's a few issues with this build:

- SSD : The V300 is slow, especially after Kingston went with cheaper NAND in a silent revision. At $85 isn't cheap enough to warrant that slowness. I'd stick with a drive like the Crucial BX100 250GB for $100.
- PSU: Not all Rosewill power supplies are created equal, and the ARC series is one of those less equal units. The Antec NeoECO 520C is enough power and is a quality design for $58.
