The officer is correct. Holding anyone against their will is kidnapping. Technically he was, however briefly, "kidnapping" the officer when he obstructed the officer's exit.

Accomack County Sheriff Larry Giddens says Deputy Jason Campbell was simply caught on tape making a mistake. He tells WAVY.com the young officer wasn't responding to a call and shouldn't have been speeding. The sheriff says Campbell has been disciplined. He wouldn't tell us Deputy Campbell's punishment.

IMHO, following / catching up to the officer made the situation much more dangerous- Mr. Civic was likely fixated on the cruiser, and not paying as much attention to everything else as he should have been. Granted, this is conjecture- but still.
What do you think the situation is when it's reversed? Just as dangerous.
Which would be why I drive a marked emergency vehicle equipped with emergency lights and siren.
I'm pretty sure that's not standard equipment on Mr. Civic's rig. Oh, and I don't chase people while holding a video camera, either.
Plus it's legal for me to exceed the posted speed limit while catching up to a violator. Minor details, y'know?
